Your voter registration application must be received 10 days prior to the next election.
Eligibility
In order to register to vote, you must be a U.S. citizen, a resident of Guam, be 18 years old by Election Day, not be confined to a mental institution, not be judicially declared insane, and not be committed under a sentence of imprisonment.
- If you are at least 16 years of age, you may pre-register to vote.
- College students have a choice of whether they want to vote in Guam or vote in their home state. You may only be registered and vote at one location.
Deadline
The deadline to register to vote in Guam for the General Election is October 26, 2024.

There are two methods of voter registration in Guam: online or in person.
- In person options include: Volunteer Voter Registrar, Guam Election Commission Office, Department of Revenue & Taxation, Motor Vehicle Division, or at your Mayor’s Office.

Vote-By-Mail Practices
In Guam, you must have a reason to be eligible to vote absentee. Eligible reasons to apply for an absentee ballot can be found here. Click here to access Guam’s absentee ballot application.
- The deadline to request an off-island absentee ballot is November 2, 2024 by 5pm.
- Completed absentee ballots must be postmarked by or on Election Day and received by 5pm 10 days after (November 15, 2024).

Early Voting
Guam offers in-person absentee voting, which is sometimes called early voting.
- Early voting begins 29 days prior to the election (October 7, 2024) and ends 5 days before the election (October 31, 2024).

On Election Day, the polls are open 7am-8pm.
